More than a dozen arrested for bilking $2M from welfare system

More than a dozen welfare cheats bilked taxpayers out of nearly $2 million in ill-gotten public benefits, New Jersey prosecutors said Wednesday.

Six Lakewood residents were arrested late Tuesday night after eight others from the same south Jersey town got pinched on Monday, according the Ocean County Prosecutor’s Office, leading a joint local-federal probe.

“The nature of the criminal events and basic charges allege that the defendants misrepresented their income, declaring amounts that were low enough to receive the program’s benefits when in fact their income was too high,” according to a statement by county prosecutors.

Three married couples busted on Tuesday were:

  • Yitzchock Kanarek, 33, and Sora Kanarek, 39, who are accused of wrongfully receiving $339,002.56 in Medicaid, food stamps, Social Security and HUD benefits between January 2009 and July 2014.
  • Chaim Ehrman, 40, and Liatt Ehrman, 39, who allegedly scammed their way into $185,692 in Medicaid, food stamps, home -energy supplements and Hurricane Sandy benefits between January 2011 through December, 2015.
  • William Friedman, 45, and Faigy Friedman, 40, who are accused of reeling in $149,842 in Medicaid, home -energy supplements and HUB benefits in between January, 2011, and December, 2015.

A day earlier, eight Lakewood residents were busted in similar scams that bilked taxpayers of about $1.2 million, authorities said.

In 2013, Eliyahu Shafran pled guilty in the Jerusalem District Court to multiple accounts of sexual assault against minors, after he was charged with abusing multiple young girls.

Shafran was a sofer stam and the chef in his community’s shul. It was through his standing in the community that he gained access to young girls, who he befriended with candy and gifts before abusing them.


Shafran is currently incarcerated in Israel, and is due to be released this July.

According to information received by JCW, Shafran plans to live in Kiryat Malachi.

New Jersey rabbi, wife arrested for alleged fraud

Authorities say rabbi and other couples underreported their income to receive government benefits such as medicaid illegally.

A New Jersey rabbi and his wife were arrested with three other Jewish couples for allegedly underreporting their incomes to receive government benefits.

The couples, including the rabbi’s brother and wife, were arrested Monday in raids that resulted from an investigation into Lakewood, a New Jersey town that is home to a large haredi Orthodox community. More arrests are expected, Ocean County Prosecutor Joseph Coronato said, according to The Associated Press.

The FBI and the New Jersey State Comptroller’s Office launched the probe.

By underreporting their incomes, Rabbi Zalmen Sorotzkin and his wife, Tzipporah, and the other couples allegedly defrauded state and federal assistance programs of over $1 million, according to criminal complaints, AP reported.

The Sorotzkins were charged in state court with illegally collecting more than $338,000 in benefits. They will plead not guilty, their attorney said, according to AP.

Another couple, Mordechai and Jocheved Breskin, was charged with allegedly illegally collecting $585,000.

In federal court, Zalmen Sorotzkin’s brother, Mordechai, and his wife, Rachel, were charged with another couple, Yocheved and Shimon Nussbaum, allegedly for illegally collecting benefits, including Medicaid.

“My office gave clear guidance and notice to the Lakewood community in 2015 of what is considered financial abuse of these programs,” Coronato said. “Those who choose to ignore those warnings by seeking to illegally profit on the backs of taxpayers will pay the punitive price of their actions.”

The accuseds’ responses will be heard in court.

Agudah discourages reporting of child molesters by misrepresenting halacha to claim one must consult with a rabbi. Most Agudah rabbis then either rule against reporting or discourage it for non-halachic reasons

Agudah, together with the Catholic Church, has blocked New York State legislation to strengthen prosecution of molesters as criminals and to force them and their protectors to pay for the damage they cause. For the 9th year in a row, they have blocked attempts to reform the NYS  Statute of Limitations. Why? Because they want to avoid embarrassment and avoid paying for the damage caused by tolerating and covering up for molesters.

Agudah just does not care that much about the horrors inflicted on our children. Oh, they shrei gevalt that it is terrible. But not terrible enough to act. At the end of the day they care more about the finances of mosdos than about children. Incredibly they are not even ashamed to admit as much. The Novominsker Rebbe, openly said that changing the laws will destroy mosdos torah.

This won’t change till they are shamed into changing. Survivors and activists have spent many hours trying inside persuasion. Es toigt gornisht.

In the first ever such criminal investigation pursued by the State of New York, an Orthodox-Jewish Crown Heights landlord was convicted of “harassing” his tenants by failing to consistently provide them with heat and hot water, and by performing unsanctioned renovations to the building. He faces up to a year in jail.

New York Attorney General Eric Schneiderman announced the guilty verdict of Crown Heights landlord Daniel Melamed, and the corporation that he controlled, on three counts of Unlawful Eviction of rent stabilized tenants. Melamed will be sentenced on September 13, 2017.

Mr. Melamed was arrested in June of 2016, and more charges were tacked on in November.

The guilty verdict follows a months-long investigation into Melamed’s ownership and management of an apartment building at 1578 Union Street, where the Attorney General found evidence that Melamed used construction and deprivation of services in an attempt to get rent stabilized tenants to give up their apartments. Melamed’s June 2015 arrest was the first resulting from the Tenant Harassment Prevention Task Force, a collaboration between State and City agencies announced by Attorney General Schneiderman, Mayor de Blasio, and Governor Cuomo in February 2015.

“We won’t hesitate to bring the full force of the law against anyone who harasses, intimidates, and jeopardizes the health and safety of tenants,” said Attorney General Schneiderman. “Daniel Melamed intentionally endangered rent-stabilized tenants in order to push them out – and line his own pockets. Today’s guilty verdict marks another win for our Tenant Harassment Task Force and the strong partnership we’ve created between the state and the city to hold bad landlords accountable.”

New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “Today’s Melamed verdict is the result of the strong partnership between the state, the Attorney General, and city to hold bad landlords accountable for breaking the law. In the five years since the Governor’s Tenant Protection Unit was created, it has made numerous criminal referrals of landlords that have led to convictions and jail, negotiated multi-million dollar settlements, returned 60,000 units to regulation, and recovered more than $4 million in overcharges to tenants. Prosecutors from the A.G.’s office proved that Melamed presided over a disturbing pattern of dangerous and unlawful construction that jeopardized the health and safety of building tenants with the intent of evicting the remaining rent stabilized tenants. The evidence presented at trial showed that Melamed illegally shut off heat to rent regulated tenants, even when temperatures dropped below freezing; repeatedly exposed tenants to lead dust that exceeded acceptable levels by as much as eighty-eight times the permissible threshold; and removed the boiler in the middle of winter from the building without permission from any City or State agencies.

As proven at trial, almost immediately after buying the building, Melamed embarked on a campaign to rid it of rent stabilized tenants by cutting essential services such as heat, performing illegal construction and failing to contain and clean toxic lead dust.  The three remaining tenants testified against their landlord and detailed how they adapted to life under his ownership, including using ovens to heat their apartments, bathing using buckets, and covering their noses and mouths to protect themselves against the lead dust.  This trial exposed the lengths that Melamed went to force these tenants to leave their rent stabilized apartments.

After taking part in a joint task force inspection of 1578 Union Street in Brooklyn and observing the extremely troubling conditions, such as a lack of heat and hot water, exposed friable asbestos in the basement, and a thick layer of dust that was present throughout the building, the TPU conducted tenant interviews and reviewed various records and then formally made a criminal referral to the Attorney General.

The case was prosecuted by the Attorney General’s Real Estate Enforcement Unit, which is headed by Special Counsel to the Criminal Justice Division, John Spagna, with Assistant Attorney General Brian McDonald, under the supervision of Public Integrity Bureau Chief Daniel Cort and Deputy Bureau Chief Stacy Aronowitz.  Legal Support Analyst Allen George assisted in the prosecution of this case.

The case was investigated by Attorney General Investigator Anna Ospanova, under the supervision of Supervising Investigator Sylvia Rivera and Deputy Chief Investigator John McManus. The Investigations Bureau is led by Chief Dominick Zarrella. Assisting in the investigation and providing forensic auditing analysis was Forensic Auditor Kristina Kojamanian, under the supervision of Forensic Audit Section Chief Edward J. Keegan Jr.

Bnos Menachem: Internet Filters on All Devices

Crown Heights Girls’ School Bnos Menachem has sent out another letter to its parent body ahead of the upcoming school year, this time instructing them that all devices at home capable of connecting to the internet must have filters installed on them.

The letter comes after a meeting was held at the school to address the issue, at which at least one parent of each student was required to attend.

The letter, signed by the Bnos Menachem Vaad, says the new standards are necessary “due to the ever-growing dangers and complexity of the internet.”

The filter is a requirement for every device in the home, the letter emphasizes, including devices that belong to other family members such as siblings.

“Installation of the filters is “a prerequisite condition for your daughters’ return to school in the fall,” the letter says.

In order to help facilitate this new school policy, Bnos Menachem has formed an arrangement whereby the school will subsidize the cost of the filter, capping the family contribution at $15 per month.

Earlier this month, the school made national headlines after it sent a letter to all parentsrequiring mothers to abide by enhanced modesty rules that include: not wearing dark nail polish, no denim, no long shaitels, no tight-fitting clothing, no leggings, no elbows; feet or neckline showing, and only mid-calf skirts.

In 2015, Moises Marcos Aschendorf Ejczis was added to the Wall of Shame after a lengthy and thorough investigation revealed serious, highly credible allegations of sexual abuse of children as young as 13 years old. 

This past week, we were alerted by law enforcement in Brazil that Moises Ejczis was arrested for attempting to have sex with an 11 year old child. Moises is currently out of prison on bail.
